WORKAROUND:
As a workaround, un-check "Match cell fonts to grid" and that will solve the problem of bolded columns. To do this:
Go through:
- View menu
- Toad options
- Data Grids -> Visual
- In active Style Legacy, select Edit Styles
- Select Legacy Style -> Edit button
- Grid Element - Select Header option
- Select the ... button next to Checkbox Font
- Change the Font Style to Bold. By default it's on Regular style.
- Select OK and apply those changes.
- Execute a select statement where you can see some data with numbers
- In the datagrid -> Export Dataset -> Export to Excel
- Check “Use only “General” cell format”.
- Then, open the Excel file.
You can leave "General" option checked and you won't get commas in the number columns. It is expected to have commas in number columns if "General" is not checked.

Waiting for fix in a future release of Toad for Oracle
