Access Violation error "Cannot open tnsnames.ora because it is being used by another process" (4310192)

Upon launching Toad, I receive an application error message which states:

"Cannot open file o:\tnsnames.ora. The process cannot access the file because it is being used by another process"

The TNSNAMES.ORA file is hosted on a network drive.

When the copy of the file is placed locally on the machine, the error does not occur.

The fix will include a warning message that the file is in use, but will allow the user to continue with connection.
