A comment is added when checking out the package, procedure, and function, but when checking in the same package, the original comment is no longer there.
When a package, procedure, or function is checked out and a comment added, that comment is recorded in the Team Coding Viewer. The idea is that at check-in, a new comment needs to be entered and hence the check out comment is not displayed.
