Description

Toad enables select between Dictionary and Locally Managed Extent Management in Create Tablespace wizard even if newer versions of Oracle database do not enable this option.
Cause

If the DB was upgraded from an old version to 12c, you could have SYSTEM tablespace that is dictionary managed.
Resolution

If SYSTEM is dictionary managed, that means the database will allow you to create other dictionary managed tablespaces. In this case, the extent management box is enabled.
If SYSTEM is locally managed, that means that the database will NOT allow you to create a dictionary managed tablespace. In this case, the extent management box is disabled.
