Connection process, PL/SQL block invokes delay trying to connect in 12.x, not in 11.x
Description

Within Toad for Oracle 12.x connection process, this PL/SQL block is invoked.

In Toad for Oracle 12 executing this block causes a near three minute delay
We have installed the latest version of TOAD 12.8, and we have the same problem.
However, in Toad for Oracle 11, this block is not invoked. Thus, there is no delay.
