Resolution
The "DB Admin Module" add-on or option needs to be added to the Toad for Oracle license key (this may require additional purchase).
Ensure you are using a Toad for Oracle license key that has the "DB Admin Module" add-on or option. You can verify the license key being used via Toad's Help menu | Licensing.
