Unable to Compare objects in the schema browser (4243343)

The use opens a schema browser and selects an object. The user right clicks on the object >> selects "Compare with Another Object". Upon selecting this option, Toad provides the user with an ORA-00942 "Table or view does not exist".

Upon using the SQL Monitor, Toad uses a view called DBA_POLICIES. The user does not have this view in their sys schema. According to Oracle, this view was added in the release of 8i.
