The DBA menu is not shown in the menus at the top of the screen, and the DBA module option exists on the license key.
This could have occurred if the application is set to 'User Default' mode, and the menu was manually removed.
1. Select View | Options menu option.
2. Select Toolbars/Menus from the left side tree.
3. Under Configurations section, select 'User Default' and select OK.
4. Select Tools | Customize menu option.
5. Click on the Main Menu line (which should have a greyed out checkbox) and select Reset button.
