Description
I am receiving the following error when launching the SQL Optimizer.
Connection not allowed.
The Plan Control Session can only be used in Oracle 11G or later. Connecting to any earlier versions would not be allowed. -
Cause
The Plan Control option was selected as default.

Resolution
The Plan Control option only works for connections to an 11g Database. Ensure the option in SQL Optimizer is set to prompt for a session is selected:
1. Launch SQL Optimizer from the Start menu.
2. Click on Options from the upper-right-hand corner.
3. Go to General | Options from the right side.
4. Under "Launching from Other Applications" section, click on the "Ask me every time" option.
5. Click Apply | OK.
