RESOLUTION 1:
Lower the UAC:
1. Go to Start and in the search field type in UAC.
2. Click the option: Change user Account Control Settings.
3. Lower the notch to the very bottom, "Never Notify".
4. Click Apply and OK.
5. Open Toad and re-test the issue.
RESOLUTION 2:
If the UAC needs to be enabled or if Resolution 1 did not work, the link below has a workaround in the registry settings.
