ORA-12541: TNS:no listener -
Description
When creating a new login, in the "Add Login Record" window, it tests OK, but does not connect.
It shows the error "ORA-12541: TNS:no listener"
Saved login is missing the host, port and service name details.
One can re-enter these missing details in the "connections window", and the entry is saved properly and connects without issue.
This was working in previous 12.11 and previous releases.

none
STATUS:
expected to be fixed in the 13.0 release of Toad For Oracle.
