Database connection time in Toad appears to be slower than in previous versions of Toad. The same connection outside of Toad is faster.
WORKAROUND 1:
Try setting each of these "Optimization Hints" to see which option is faster for your environment:
1. Select View | Options | Oracle | Optimizer Hints.
2. Expand the 'All others' drop down menu. There should be 5 options: '<none>', '+/CHOOSE/+', '+/RULE/+', etc.
3. Select the '<none>' and click 'Apply' and 'OK' to accept the changes.
4. Exit out of Toad and relaunch the application to relog into your database.
5. If you are not satisfied with the time Toad took to connect, go back to View | Options | Oracle | Optimizer Hints and select another option in the 'All others' menu.
6. Continue this test with the other 'All others' option until you find a connection time that you are satisfied with.
WORKAROUND 2:
Alter Oracle session to set the _unnest_subquery Oracle optimizer hint to TRUE in order to enable un-nesting of correlated subqueries.
WORKAROUND 3:
1. Select View | Toad Options menu option.
2. Select "Startup" from left side and uncheck "Check Access to DBA Views" checkbox
