Getting error "Error downloading resources XML file" from time to time (4212723)

1. The website for http://community-downloads.quest.com/toadsoft/ORACLE/Version/online_resources.xml is down.

2. Toad has no access to the internet

3. Use of an unsupported Oracle Client

WORKAROUND

See if you can you access the URL http://community-downloads.quest.com/toadsoft/ORACLE/Version/online_resources.xml.
(You can also visit solution https://support.quest.com/SolutionDetail.aspx?id=SOL87229 which will show you how to disable Toad accessing the web.)

IF access to internet is not an option:

Please try the steps below:
1.  Launch Toad
2.  Go to the menu View | Toad Options
3.  Go to Startup. Under Automatic Updates, uncheck this option and select "Don't automatically check for updates".
4.  Go to General. Under Toad Improvement Program, uncheck the option "Participate in the Toad Improvement program".
5.  Go to Network Utilities. Under Hosts, uncheck the option "Override Proxy for Toad sites".
6.  Hit Apply and OK, then restart Toad.

If the above does not help please make sure you are using a supported Oracle Client.
