Description
When trying to catalog database on Toad for DB2 on Citrix machine, the following error occurs:
'SQL1038C An I/O error occurred while accessing the node directory '

Cause
For Toad 6.0 and above, possibly due to Extended Windows Security enabled when DB2 client installed. -
Resolution
Work with Citrix administrator to figure permission to grant to directory where contains SQLNODIR.

Additional Information
For Toad for DB2 6.0 and above, if installation of the DB2 client and Toad is on a desktop, then try running Toad in 'elevated' mode i.e. Right Click Toad shortcut | Run as Administrator.
