When user tries to debug a stored procedure, the following error occurs
ERROR [42884] [IBM][DB2] SQL0440N No authorized routine named "SYSPROC.DBG_RUNSESSIONMANAGER" of type "" having compatible arguments was found. SQLSTATE=42884 -
Cause
Missing a stored procedure.

Please review information from IBM: http://www.ibm.com/developerworks/forums/thread.jspa?messageID=14461470
If you are not a DBA please work with your DBA. The procedure was missing so DBA can check/verify jobs to run session manager.
