When installing the dotnetfx3 framework the following error occurs:

WIC Installer: [2] Error code 1603 for this component means "Fatal error during installation.
WIC Installer: [2] Setup Failed on component WIC Installer
Cause

The user doesn't have the permission to update windows.
Resolution

Contact your system administrator and check the local security policies to make sure you have permissions to update windows..
