Resolution
There should be a dblink already setup before trying to query from Oracle to SQL Server. The dblink should be functioning properly before trying to query within Toad for Data Analysts.

Additional Information
Query Builder can also run heterogeneous queries from Oracle & SQL Server without the need for dblinks. Simply make connection to the Oracle db and SQL Server db and drag and drop the required tables to the query builder window.
