Toad will overwrite data even without checking the "clear worksheet data before exporting" option. In Automation to Export to Excel there are two Export Wizard Activities defined in an automation process.

a) The first Export Wizard returns all female customers.
b) The second returns all male customers.

The 'Clear Worksheet Data before exporting' is unchecked to retain all formatting in the target Excel Worksheet and to retain records that have been previously added (the female customers).  However, running both Export Wizard activities, only the records exported are the males (the second Export Wizard activity output).
