POSSIBLE CASUES:
Cause #1:
Firewall or Anti-virus blocking the execution of the application.
Cause #2:
Compatibility mode might be affecting the execution of the application.
RESOLUTION #1
Contact IT department to include the application on their security measures.
RESOLUTION # 2
-Right click on the TDP shortcut and select 'Go to file location.
-Right click the Toad exe and select properties.
-Under the Compatibility tab select the checkbox 'Run this program in compatibility for:'
-Select a different windows version and apply the changes.
-Start TDP once more.
