UTF8 Attribute comments not displaying correctly when Reverse Engineering PostgreSQL 8.3
Description

When reverse engineering a PostgreSQL 8.3 database with UTF8 characters, accented characters in comments are appearing as strange characters.
The comments looksimilar to whenUTF8 text is opened in a non-UTF8 editor.
