Object Compare Wizard fails with error for file objects comparison if the file does not exist on the Environment
Description

Running a Compare Wizard for a file (Archive vs Environment), result in the error below
Unable to retrieve Reports Parameters
HTTP Transport error: java.net.ConnectException: Connection refused.
Cause

The comparison is done against an Environment where the file is not yet been migrated, so the file does not exist.
Resolution

This is STAT-3445. The issue will be fixed in Stat 6.1 HF-b and it will take care of a more intuitive error message.
