After the upgrade from 5.6.4 to 5.7.1 the functional users cannot View/Open Attachments when CSR is in Closed Status or Read-only Mode.
One user cannot see the attachment unless the users are granted 'CSR edit - Other user full rights', which is undesirable.
The issue is reproducible also in Stat 6.1.
1. Login to Stat as the person who is not the owner of the CSR.
2. Open a closed CSR and click on the attachment and no attachment can be seen.
The problem is most of the users are functional user and it is important for them to be able to open up attachment on closed CSR, or CSR that belong to someone else.
