Failed to route Reference [#####]:RELIABLE to CSRPSSwatLogQueue
Description

A number of developers in PeopleSoft HCM have received errors when building archive sets. The error "Failed to route Reference[#####]:RELIABLE to CSRPSSwatLogQueue" has been seen when building interim and baseline archive sets.
Cause

The stat central agent machine was running out of disk space.
Resolution

1. Make sure there is sufficient disk space on the stat central agent machine.
2. Stop the stat central agent machine after verifying there is sufficient disk space
3. Delete the tmp and work folder from app\server\default
4. Restart the stat central agent
5. Create a new archive set
