Cause
Re-reading the ps object mover instructions the second time fixed this error

Resolution
1. Shutdown the stat agent. Delete the tmp and work folder from app\server\default
2. Re-read the ps object mover instructions.
3. Restart the stat agent
4. Create a new archive set
