1. Go to Maintenance | Security Settings | User Classes | double click on the user class. Look for Maintenance - General and see if the right called Change Mgmt Module Access -OraApp enable for the user class. If not, then grant this right to the user class.
2. Go to Maintenance | Domain Specific | Applications. Locate the application that you are using on the csr. Pay attention to the application tab column. It's need to be Oracle applications.
