When trying to open or view a Partitioned Table, the following error messages are received:
14:24:17 ORA-01031: insufficient privileges
14:24:17 ORA-06512: en "SYS.DBMS_UTILITY", line 140
Resolution

Grant the following privileges to fix the problem: sys.dbms_utility and v_$parameter.
