Even if the the WMI connection was verified as working by running the WMIc commands from Diagnostic Server machine against monitored server, there also might be a bug in WMI.

Try to run the following:
wmic /node: 'MonitoredHostName' /user: DOMAIN\UserName path Win32_Volume
Please note that we generally we don't troubleshoot WMI as this is out of our control. The solution is only as a suggestion to help troubleshoot Microsoft's WMI.
