Resolution
Delete the file WebService.xml located in {Diagnostic Server dir}\Agent\conf\service\ and then restart the Diagnostic Server.
Note: In case you backup the file before deleting it, please make sure you leave the copy outside the {Diagnostic Server dir} -
Additional Information
We confirmed the firewall maybe blocking the port. Opening the port in the firewall can resolve the issue. The port number in use for this is 40403
