Spotlight on Oracle generates a lot of trace files complaining about OCR not ready and/or CSS not running.

This is due to Oracle bug 5938326:

Rediscovery: When CSS/HAS is not installed and executed and v$asm_diskgroup or similar ASM queries are issued with excessive logs in trace files complaining about OCR not ready and/or CSS not running.

RESOLUTION

To confirm that this is due the Oracle bug 5938326, please run "select * from v$asm_diskgroup" and check if that generates the same trace file as Spotlight. If this is the case then it looks like this Oracle bug applies, and you can either run CSS (Cluster Synchronization Services)   as per Oracle's suggested workaround or log a service request with Oracle directly .
