How to resolve this issue?

Cause
The problem being seen is down to the fact that the installation wizard within Spotlight needs to create read only views within the SYS Schema and as such needs to be run with a user account that has SYSDBA role granted to it. The issue comes about due to additional rules put on to lock objects in the SYS schema from being modified.

Resolution
WORKAROUND 1:
It is worth noting that Spotlight does work with the default set of database vault rules. A workaround that can be tried is as follows:1. Disable the rules preventing SYS objects from being modified
2. Install the Spotlight user
3. Enable the rules againOnce the user is created Spotlight does not need to modify them again, until it is updated to a newer version.
WORKAROUND 2:1. In SQLPlus, connect to the vault owner account and run the following to create Spotlight user:create user soo identified by soo default tablespace users quota unlimited on users;grant connect to soo;2. Then grant all the other privileges. Use SYS account to do this, but one can use any account that would have privileges to grant the following:grant create procedure to soo;grant create table to soo;grant create view to soo;grant create any directory to soo;grant create job to soo;grant execute on utl_file to soo;grant execute on dbms_job to soo;grant execute on dbms_lob to soo;grant create database link to soo;grant create synonym to soo;grant create type to soo;grant create session to soo;grant create sequence to soo;grant alter session to soo;grant execute on dbms_result_cache to soo;grant select any dictionary to soo;3. Open Spotlight and create a new Spotlight on Oracle (or RAC depending) connection using this new user. Spotlight will show a pop up stating user needs to be configured. Select the option to 'install the objects in my schema'. The user wizard will then launch. Completed the wizard in order to install Spotlight objects.
