Description
Not possible to enter sys into the user wizard.
The user wizard rejects all DBA password (eg : system +pwd, sys + pwd, sys as sysdba + pwd , etc...)
With System + pwd account :
No SYSDba users have been found.
Please grant SYSDba to a DBA account, and try again
With Sys + pwd account :
ORA-28009: connection as SYS should be SYSDBA or SYSOPER
With sys as sysdba + pwd account :
ORA-01005: null password given; logon denied -
Cause
orapwd files are missing in Oracle .../dbs directory.

Resolution
Please check if REMOTE_LOGIN_PASSWORDFILE initialization parameter is set to EXCLUSIVE.
Only in this case please recreate the missing file with the tool orapwd.
