Cause
QSA is waiting for an exclusive lock.

Resolution
QSA obtains an exclusive lock on a table just before original data is copied to the copy table and just before the switch. In most cases, the lock will be released and the user can continue; however, if it stays too long, a deadlock may occur and Oracle may raise an error.
