Cause
Missing the Privileges may cause this error.

Resolution
Shutdown Shareplex.
Grant the system privilege GRANT SELECT ANY DICTIONARY to Shareplex user.
Run Ora_setup with the same Shareplex user.
Start Shareplex and activate the config file.
