Error "Process: Can't assign requested address bind: fd 3 [module rmp]" (4250010)

Replication is working well.  Event_log shows the following error consistently:

Monitoring script fails when calling sp_ctrl.  The most common causes of failure are:

1. Monitoring script is using incorrect parameters (hostname, port).

2. Monitoring script is running on a non primary node (in case of RAC or cluster).

Correct or stop the problematic monitoring script.
