When PST Flight Deck Migration Agent is processing PST files on end-user workstations it can process PST files by disconnecting them from Outlook or by doing a Snapshot. Note in order to do a snapshot PSTDisableGrow functionality needs to be available on the end-user workstation. Outlook 2003 and Outlook 2007 they both require specific Microsoft hotfixes to provide this functionality, Outlook 2010, Outlook 2013 and Outlook 2016 have this functionality available in the original release.

The required registry keys are shown below – it is important that they are set in the correct Office version.
This key stops users from adding new information to existing PST files. The users can still technically create new PST files – but they cannot add any information. The users can still delete information in PST files.
This key allows the PST Flight Deck Migration agent to do a snapshot. This key also allows the Enterprise Vault Outlook Add-in to function correctly when PSTDisableGrow is set.
To be able to create the snapshot of a PST file Outlook needs to release the handle on the file – for that a timeout is set, which allows the agent to create the snapshot. If the user is accessing the file – nothing will happen until the user finishes their task. The registry key does not disconnect PST Files from Outlook – it simply releases the file handle.
