One reason for this can be that the device is pointing at the wrong instance of ODM AD
Check the following registry keys on the device
\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Quest\On Demand Migration For Active Directory\ODMAD_AD
Ensure that the service url is point to the correct instance
Update the service url to the correct instance and restart the service
