Description

Attributes are not migrated during the account migration.
Cause

Target Mailbox doesn't have full consent.
Resolution

Grant Mailbox Migration - Full consent for Target tenant.

Make sure 'Mailbox Migration' and 'Mailbox Migration' - Minimal are revoked.
