When trying to create accounts from ODM you get the following error message:

|Microsoft.Exchange.Management.Tasks.NewSubscriptionRecipientUsageExceededTotalQuotaException| You've reached the maximum number of mail users and contacts you can create with a new subscription., Tenant : xxxxxxx
Cause

Brand new M365 Tenants get a restriction on how many mail users and contacts can be created. This is a security measure from Microsoft to avoid new tenants to be used for spamming and/or other malicious intents.
Resolution

This is a Microsoft restriction/limitation. Please contact Microsoft to lift this restriction from the tenant.
