Logon to https://app.powerbi.com/ and scroll down to Developer Settings. The group created in Entra ID must be added and applied to the required settings.
This can have other groups listed depending on the environment configuration but the ODM group (or any other group containing the ODM Service Principal) must not be in the ‘Except specific security groups’ option.
