An error occurred while migrating Site 'xyz.' Creation request for a Site Collection with Url [https://skilledtradesotario.sharepoint.com/sites/xyz] and CompanyId=[zzzzzz] while another Site Collection with the same Url exists in Recycle Bin is not allowed! Use [Remove-SPODeletedSite -Identity https://domain.sharepoint.com/sites/xyz] command to clean up that recycled site collection first! Or use [Restore-SPODeletedSite -Identity https://domain.sharepoint.com/sites/xyz] command to restore it.

Cause
That Sharepoint site has not yet been truly deleted. -
Resolution
Go into your Sharepoint Admin console and find that Site in question in the recycle bin. There is an option there to delete it again. Second delete, permanent delete. Delete it.Then run the SP migration again.
