while another Site Collection with the same Url exists in Recycle Bin is not allowed! 
Use [Remove-SPODeletedSite -Identity https://domain.sharepoint.com/sites/xyz] to clean up that recycled site collection first! 
Or use [Restore-SPODeletedSite -Identity https://domain.sharepoint.com/sites/xyz] to restore it.

The migration process fails because a site collection with the same URL already exists in the SharePoint Online Recycle Bin. SharePoint does not allow creating a new site collection with a URL that is still associated with a deleted site.
