Cannot install NVBU 11.x on RHEL 7.x - su: warning: cannot change directory to /usr/netvault/pgsql: Permission denied

During a clean installation of NVBU 11.x on RHEL 7.x the installer exits with the following error:
...
Installing PostgreSQL: initializing database cluster
Error: Problem running post-install step. Installation did not complete
correctly.
Error running su - "netvault-pgsql" -c "\"/usr/netvault/pgsql/bin/initdb\"

change directory to /usr/netvault/pgsql: Permission denied
-bash: /usr/netvault/pgsql/.bash_profile: Permission denied
-bash: /usr/netvault/pgsql/bin/initdb: Permission denied
The installer mamanged to install NetVault and all necessary directory structure, files and packages but fails to initialize the PostgreSQL Server.
After such failed installation, NetVault service will be unable to start and the software must be reinstalled however, any attempt to reinstall will fail with the same error.
Cause

Most of today's Linux distributions will by default set the root umask to 077 (set in /etc/profile).
However, as described in the NetVault Backup Installation Guide, a basic pre-requisite is to set root umask to 022:
"Set user permission (umask) on Linux and UNIX: On Linux and UNIX platforms, do not change the default umask value for the root user. The default value is 022. Setting umask to a value other than 022 (for example, 077) can cause job failures if the plug-in users are unable to access the NetVault Backup files."
Resolution

To resolve this problem follow this procedure:
1) Delete or rename if you prefer, the NetVault directory and files:
# rm -rf /usr/netvault/
# rm -rf /etc/.nv6_home
2) Set root umask to 022:
# umask 022
3) Run the installer again which should now complete successfully.
./netvault-R2016SEP06-v11.1.0.29-Server-LinuxX86Pure64 --mode text
Note:
Setting root umask via command line will only apply to the currently running session and is enough to allow for the installation to proceed.
Upon closing the open terminal session the default umask 077 set in /etc/profile will always apply when a new session is opened.
