Some DACLs may not appear on files or folders.
One possible explanation is when reacl.exe processes a file or folder of a user that owns the file or folder, it may not put a visible associated match into the DACL of target account because the user is owner and already has full access.
Simply test that the target user has access to the file or folder and consider it as being reacled if the test is positive.
