The customer just wants to migrate to PST, so none of the account configuration has been done and doesn't need to be done, as long as the Outlook client on the worker has been initialized (which it has).
The issue is a red herring. The location of the PST file via the migration profile (D:\Exported PSTs\) which is a network mapped drive to the D drive. The migration account being used does not have access to write to the mapped network drive. Once the location of the PST was changed to the C drive the migration started without further errors.
