Description

This message appears when the attempting to run the powershell script for Exchange 2007 to set the receive as permissions on the migration account.
Cause

The Exchange PowerShell snapin may be registered, but not loaded.
Resolution

From Powershell, run the following command:

add-pssnapin Microsoft.Exchange.Management.PowerShell.Admin

Retry the action again and review the results.
