Is it possible to migrate Public Folders without Outlook installed on the Exchange Server? -
Description
Installation of an Outlook client on a production Exchange Server is not desired. -
Cause
Some security organizations have reservations regarding installing applications on a production Exchange Server.
Migration Manager for Exchange requires Outlook to talk to Exchange Servers from 2016 onwards. MAPI CDO can be used for Exchange 2007, 2010 and 2013. It's no longer available for download from Microsoft.

Resolution
Outlook needs to be installed so that the required DLL's and registry entries for the required API hooks are present in the system. It does not need to be activated, and can be removed after the migration is done.
