This issue is related to Microsoft cumulative updates from June and July 2021 (relating to DCOM Server Security Hardening).

Registry setting to enable or disable the hardening changes.

 Use the following registry key to disable the hardening:

• Path : HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole\AppCompat
• Value Name: "RequireIntegrityActivationAuthenticationLevel"
• Type: dword
• Value Data: default = not defined or 0x00000000 means disabled. 0x00000001 = enabled.

The registry key should be added using the following command on the target domain controller rather than being manually created in regedit:

REG ADD "HKLM\SOFTWARE\Microsoft\Ole\AppCompat" /v "RequireIntegrityActivationAuthenticationLevel" /t REG_DWORD /d 0x00000000

The domain controller must be restarted after the change.
