1. Reboot the server as certain versions of TSM Client requires server reboot.
2. Use the SQL configration manager to set the SQL service account to an account that belongs to the local adminstrator group.
3. Using the information found here https://www.ibm.com/support/knowledgecenter/en/SSEQVQ_8.1.2/client/c_secure_pwd.html
under the "Password locations on Windows clients" section, check the access rights for the SQL server startup account to the following files.
TSM.KDB
TSM.IDX
TSM.sth
Note the directory is hidden (You should unhide files and directories to browse to it)

4. Check if the old version of TSM client is properly uninstalled before installing the new one.
5. Use password prompt instead of password generate.
