Can't use alternate key in defining a non identifying relationship

I've defined an alternate key (ak_cses_case_mbr) on CSES_CASE_MEMBER table. I am trying to define a parent-child relationship between CSES_CASE_MEMBER and CSES_DISBURSEMENT_MONTHLY that uses that alternate key instead of the primary key. The alternate key does not display in the Create Relationship Dialog->Key Group dropdownlist when trying to create the relationship. How can I get it to show in the dropdownlist so that I can use it? the key group needs to be unique to show in the drop down,

 if you right click the parent table and select the index properties then tick the Is Unique for the AK click close and now when you select the relationship editor the AK is listed in the drop down
