Cause
Required websites are not whitelisted for license retrieval. -
Resolution
RESOLUTION 1:
Add to the list of trusted websites
1. Recommended: Use wildcards so that all Quest subdomains are trusted allowing for full product functionality

2. Alternatively, you can add specific sites Recommended for full product functionality
https://id.quest.com
https://licensing-api.toadworld.com
https://autoupdate.toadworld.com https://certifiedversions.ism.quest.com

3. Required for authentication and license retrieval:

RESOLUTION 2:
If all the above URLs are whitelisted and the issue continues, please check if IPv6 is enabled on the client machine. If so, please disable it so only IPv4 is enabled, and this can solve the issue. -
Additional Information
This issue may also occur if the above URLs are whitelisted, but a VPN is in use. If disabling the VPN temporarily allows the connection to work, there could be an internal issue with the VPN which is installed / in use on the machine, preventing Toad from reaching the URLs required
